What is HHSRS?

The HHSRS — Housing Health and Safety Rating System — is the legal framework used to assess housing conditions in England and Wales. It covers 29 hazard categories — from damp and mould to excess cold, falls, electrical hazards and structural collapse.

Local authorities can take enforcement action where Category 1 hazards are identified. For housing associations, proactive HHSRS assessment is an essential part of stock management and risk mitigation.

Our HHSRS Assessment Service

  • Full HHSRS assessments across your stock or targeted high-risk properties
  • Category 1 and Category 2 hazard identification and scoring
  • Prioritised action plans aligned with your asset management programme
  • Reporting suitable for board, regulatory and legal purposes
  • Integration with stock condition survey data for a complete risk picture
  • Ongoing monitoring and re-assessment programmes

Proactive vs Reactive

Many housing associations carry out HHSRS assessments reactively — only when a complaint is made or enforcement action is threatened. A proactive programme allows you to identify and address hazards before they escalate, reducing your legal exposure and improving tenant outcomes.

SPS can work with you to develop a rolling HHSRS assessment programme that fits your stock size and budget.

Digital Reporting & Asset Management Integration

All HHSRS assessment data is captured through our property data platform, giving your asset team real-time visibility of risk ratings across your stock. This data feeds directly into compliance reporting, planned maintenance programmes and WHQS (Welsh Housing Quality Standard) improvement plans.
