Awaab's Law imposes strict timescales on social landlords, and the direction of travel is clear: the private sector is next. An independent SPS report - on file, dated, structured - is the difference between a clear record and an indefensible position.

HMO licensing enforcement is intensifying across Wales. Local authorities are resourced to inspect, to prosecute, and to impose civil penalties. Unlicensed HMOs and non-compliant properties are not an administrative inconvenience - they are a financial and reputational risk that can end a letting business.

Awaab's Law

Enacted following the death of two-year-old Awaab Ishak from prolonged mould exposure, this legislation imposes fixed timescales for investigating and remediating damp and mould. SPS damp reports are structured to evidence a landlord's compliance with these requirements.

HMO Mandatory Licensing

Any property in Wales occupied by five or more people forming two or more households requires a mandatory HMO licence. Operating without one carries unlimited fines and rent repayment orders. SPS pre-licensing readiness inspections identify gaps before formal assessment.

Fitness for Human Habitation

Under the Renting Homes (Wales) Act 2016, all Welsh landlords must ensure their properties are fit for human habitation at the start of and throughout the occupation. SPS condition reports and risk documentation provide the evidence base for demonstrating compliance.

Housing Ombudsman & Dispute Resolution

Deposit disputes, disrepair complaints and ombudsman referrals all require documented evidence. An independent report carries significantly more weight than an agent's internal notes or a landlord's verbal account. SPS reports are produced to be evidentially credible.

Use the booking form on this page or contact Simon directly. Retainer clients can submit requests through the client portal. Your property details are logged and a date confirmed, typically within 3-5 working days.

On-site inspection

Simon attends the property and carries out a thorough visual inspection. GPS locks automatically to verify location. All findings are recorded room by room using the SPS guided survey platform. Photographs are GPS-stamped as they are taken.

Report compiled & authorised

The inspection data is compiled into a fully structured PDF report. Each report is reviewed and authorised by J Simon Williams before issue. Retainer clients receive reports within their guaranteed turnaround. Ad hoc reports within 5 working days.

Delivered to your portal or inbox

Completed reports are available for instant download in the SPS Client Portal. Retainer clients' landlords can access their own property reports directly. Ad hoc clients receive reports by email. All reports are retained on file by SPS.
